Coronavirus update Friday March 20: All parents get their own childcare contribution back
Today came the much desired news:
Parents who are temporarily unable to bring their child (ren) to childcare or out-of-school care due to the Corona crisis, but who have paid the bill, will receive a refund. This also applies to parents who are now working and doing crucial work. This was reported by State Secretary of Allowances and Customs Van Huffelen and State Secretary of Social Affairs and Employment Van Ark. The sector organizations for childcare, the Ministry of Social Affairs and Employment and the Tax and Customs Administration / Supplements today signed a letter of intent to arrange this quickly.

Parents pay their own income-related contribution for the right to the childcare allowance. The cabinet wants to ensure that childcare organizations can provide quality emergency care. It is undesirable to have parents pay the costs of a personal contribution for childcare while they do not use it. All parents are compensated. There are no costs associated with the use of emergency care for children of people in crucial professions.
Tamara van Ark:
“We want to enable childcare locations to provide good emergency care for parents who are now working in vital sectors. I am proud of how the sector is currently tackling this. If the bills are not paid, we run the risk that reception locations will be endangered and in the worst case will have to close. This would also be highly undesirable in the long term. We want to prevent this with this compensation. ”

Solution
The Tax and Customs Administration transfers the parents' own contributions to the 3,500 childcare organizations. The childcare organizations can then transfer the overpaid part, ie the difference between the invoice amount and the childcare allowance received, directly to the parents over the period from 16 March to 6 April. In the unlikely event that the situation continues for longer, this option can be extended by several weeks.

“It is good that parents are now getting clarity. They can simply keep their childcare place, even if the children are temporarily not going to childcare. Together with the sector, the tax authorities ensure that parents are compensated for the overpaid personal contribution. I hope this gives the parents peace in this difficult time. ”

The Branch Organization for Childcare, the Branch Association for Social Childcare, the Association of Parents in Childcare, the Tax and Customs Administration and the Ministry of Social Affairs and Employment have joined forces. This arrangement compensates the costs for the parents and allows the childcare organizations to survive. Parents can continue to pay with peace of mind and are therefore not financially disadvantaged. The right to childcare allowance will continue to run. The familiar place for the children at the childcare location is also retained for when the regular situation returns.

Crucial professions
The government considers it important that people with crucial professions can continue to work and that care is available to them. From Monday, childcare was immediately ready to receive all children from one or two parents with a crucial profession. If in a family one parent performs a crucial profession, and it is not possible to look after the children themselves, an appeal can be made to the school and / or childcare (day care, after-school care, childminder care). It is therefore not a hard requirement that both parents exercise a crucial profession. This allows the parents who are now crucial in care, education and other places to work.

Since Monday March 16, childcare has been closed for regular childcare. This measure affects many parents. Many parents with children in childcare have questions. In this letter we explain a number of things.

The importance
It is very important that childcare is enabled to provide childcare for children of parents with a crucial profession. It is also necessary to prevent part of childcare from falling over due to the lack of income. In order to ensure that things run as smoothly as possible in the short term, it is an urgent request to simply pay the entire invoice for the care (including your own contribution). In this way, you retain your right to childcare allowance and your place is also retained when childcare reopens regularly.

Compensation for parents
Many children are now at home while they would normally go to day care. Your costs will continue, you may be concerned. We understand your concern. As industry parties (Branch Organization Childcare, Branch Association Social Childcare and Interest Association of Parents in Childcare), we assume that the Ministry of Social Affairs and Employment will indicate in the short term how it will compensate the parents' own contribution as a whole. We appreciate that you help us in these difficult times so that we can take our social responsibility. As three parties, we develop proposals for how this can be organized and are very willing to work on a solution. We are in constant discussion about this with the Ministry of Social Affairs and Employment and the responsible State Secretary.

Crucial professions
For children of parents with crucial professions such as care, police, public transport, fire brigade, education and childcare (for a complete overview of crucial professions, see https://www.rijksoverheid.nl/onderwerpen/coronavirus-covid-19/cruciale-beroepsgroepen, childcare is available. If one parent has a crucial profession, the request is to see if you can arrange childcare yourself. If that does not work, you can always appeal to childcare or school. There are no costs for parents for more than regular use of childcare.

The childcare that is now offered in schools and childcare (without extra costs for parents) is emergency childcare. The emergency shelter is intended to ensure that people in crucial occupational groups can continue to do their work for society. In the first instance, people in these occupational groups have to find a solution themselves. So that their children do not have to go to daycare or school. And the cabinet measures of March 15 have as much effect as possible.
The list of key occupational groups is not comprehensive. The list does provide insight into the main professions that keep society running. People with an indispensable facility or support function (such as cleaning, security, ICT) for one of these crucial professional groups can also take their children to the emergency shelter. It is up to parents and employers to make the right choices. It remains an emergency shelter, which can only be used when other options are insufficient.
Children who show symptoms of illness are not allowed to go to the emergency nursery anyway. They have to stay at home. Are you unable to arrange childcare, and are you not working in a crucial profession or in the vital infrastructure? Then talk to the employer about a solution.

Update Sunday March 15

Dear Parents, Guardians,

You have undoubtedly heard the news about the new measures concerning the Corona virus. Primary schools and childcare will close until April 6, 2020.
This means that the childcare location to which your child (ren) will go will immediately close and you will not be able to bring your child (ren) to the childcare center from 16 March 2020.

Emergency shelter
We offer (extra) care for the parents who are called upon to continue working. We see it as our social task to continue to support those parents and not to further disrupt society because essential services will fail because of the lack of childcare.

Conditions for the emergency shelter:
  • Your child (ren) have no symptoms such as; nose cold, coughing, sore throat or fever.
  • You have no other options to care for your children.
  • You work in one of the vital professions (this list is determined by the cabinet), and you are called upon to continue working.
We assume that you are responsible for determining your own emergency.

Emergency shelter locations
Opening an emergency location is only possible based on the availability of personnel. We will do our utmost to achieve this. If your location does not offer emergency care, you can go to another location.
